The 10 free gold/science/culture you get each round isn't being granted. Hovering over culture at the start of the game it says you get 10 for free and 2 from Cities, but each round culture only increases by 2. Same situation with gold and science.
empire "free" bonuses are not working.

Must be something between 1.6.6 and 1.6.7
