Enemy Citizens form units?

[The End]

I was recently playing as Germany and was fighting Russia. When razing cities, I got a message that the citizens had banded together to form units and about 4 of Russia's best gunpowder troops would appear around the city. Never seen this happen before, is it a part of Nationalism or something?

Happened to me several times when taking cities, then random units appear.

partizans may appear when you raze a city of a CIV running the emancipation civic.

Its kinda strange really I just destroyed there city but than from nowhere the people left in that city even if it has 1 population mange to form a huge army (yes 4 units is quite a big army) with hight end rifels. Where on earth did they come from get trained etc Wouldnt they have wanted to defend the city before I destroyed there home.

When I played with events on (years ago - maybe they changed this), I once had this event in my very first war - I was attacking a weak, peaceful neighbour who, overall, maybe had 6 archers and 2 chariots, but after destroying his first city - boom, 4-5 axemen.
Took me centuries to recover from loosing all my swordsmen to some lousy citizens.
