Enemy Diplomats In Action

I was always under the impression that enemy civs could only use diplomats 'through' their units on the front.

However, in this game, both the Chinese and Romans approached me directly with diplomats - acting alone - and I decided to save the game when the Aztecs did exactly the same.

You can see the diplomat up by York, and because I'm using version .01, I can do the SHIFT56 cheat to see that it comes from Tecamac.

So there you go. ;)

This is pretty rare, and maybe only possible in certain versions of the game?

I have captured cities that were building diplomats and somewhere along the line have seen an entry in the replay.txt file of some other civilization producing the first diplomat. But I have never seen one in version .05

I wonder if the removal of the game test code from version .01 radical alter the way other civilizations behave. When is the last time anyone was threatened with nuclear weapons?
 
Could it be that the AI builds diplomats but is not so clever in handling them. So that these rarely find their way to your cities?

There could be something in the idea that version .01 is different. But as for nuclear weapons, in newer versions I was also always being nuked - though only if I lacked the weapons myself and I refused to pay tribute when they demanded it. I'd also get nuked if I attacked without declaring war (whether I had nukes myself or not).

Well, I've always seen diplomats being produced ever since I first played civ. The enemy civs produce them more than I do. But I dont remember them moving around on the battlefront before. And I've not yet seen them do anything other than talk to me or spy on my cities (though against other enemy civs they keep sabotaging buildings constantly). Then again, I never let them fortify units against my cities, and it seems that the diplomats usually only work through their units on the front...
