Also, I always thought the +4 loyalty was just a boost to your own loyalty in that city, does the RND exert +4 loyalty toward other cities?
You finished your game so hopefully know, but the only thing that affects othe cities from normal city loyalty benefits is population pressure... so no.
Base France is bottom 1.
I struggle with this significantly.
I play a diplomatic game and she is strong in this area but sure, you beat up civs with a blindfold on and it makes little difference, but it is a benefit.
The imperial guard is my back door blunt instrument and as long as you push the bottom line as France, it is a surprisingly strong troop early enough.
The spies are just so much stronger, the earlier one you typically use militarily but having 1 promotion at the start significantly reduces loss.
But primarily by far is the combat benefits, pretty much wiping out the deity malus on every continent with every troop type more than evens the field, and then your spy comes online soon after xbows and you are away.

it’s not the greatest by any means but it ain’t Poland or Canada either.

Does that actually work with Catherine's spies? They already start with a free promotion so I don't think it works on them, but I've never tried it. But the text specifies military units, so do they get two?

Embrasure: City gains an additional Ranged Strike per turn. Military units trained in this city start with a free promotion that do not already start with a free promotion.

Base France. As in, without the leader. Catherine and Eleanor are the entirety of France, the other bonuses are just so useless.
