When a player declares war against a city state, envoys sent to that city state (or earned for free) are withdrawn and enter the pool of available envoys, right?
I think this is pretty crucial to smart management of envoys and quick status gains.. Has anyone experimented with this at length - used war declarations against city states to actively stack envoys with city states more beneficial to your empire/strategy?
