@Shadowbound: If Legitimate Businessmen is directed towards any actual legit NPCs, the answer is always no. This is a straight up board game in all respects. If it's not provided for in the rules, it (99% of the time) can't be done.
 
OOC: By Legitimate Businessmen, I mean the other players. It's a hefty investment to set up a distillery and enough speakeasies to make it profitable, but less capital is needed for a single player to set up a distillery and sell under the black market price, if there's other players willing to buy.
