Hello all, i registered in order to post the problem i have and see if anyone else is having this issue or knows a possible solution, or at least to make it a known issue.
Im trying to run the game in Windows 7 x64 Ultimate, and my graphics card is a Nvidia GTS 460. I already have and played Civ 5 and its expansions for so long time through Steam, and never had any trouble with it.
Every time i try to start the game, either with Steam or running it as administrator it wont start, and it shows a window saying "the application failed to start (error 0xc000007b)". More or less that's the message i get every time. I spent the whole day today trying to fix it using the different tools and solutions i found on the internet, and any of them worked. I will post all of them here:

1-I uninstalled and then reinstalled everything about .NET Framework. It did not work.
2-I uninstalled and reinstalled all C++ libraries, since 2005 until 2013, twice. It did not work.
3-I replaced the proper .dll files in the folders sytem 32 and SysWow64, several times, from several different sources. It did not work.
4-I installed and reinstalled the x86 and x64 libraries that come with the game several times. It did not work.
5-I reisntalled different versions of directX, especially DirectX11, several times. It did not work.
6-I checked all about the files from steam, verifying, etc to make everything correct. It did not work.
7-I performed the chkdsk command and checked out the whole hard disk to find and fix errors. It did not work.
8-I tried running the game with antivirus turned off. It did not work.
9-I tried that program (wont post name here in case its not allowed) which installs all c++ libraries and other stuff, suposedly to slove exactly this specific error. It did not work.
10-Of course, during all this process, i uninstalled and reinstalled the game itself at least 15 times, and restarted he computer at least 30 times. It did not work too.

If i dont recall wrong, i think that's all. I searched several webs and videos explaining
how to solve this issue, both in english and spanish, and nothing worked. Steam forums are crowded with people who have different crashes and problems, some people have same issue as me, others have different issues. Some people solved by reinstalling c++ libraries, etc... i really did everything mates, as i was expecting this game for so long and really wanted to play it. The only thing i did not do and i wont do, is formating my computer and reinstalling windows. I give up until firaxis releases a proper patch to solve the ton of issues the game apparently has, and i hope when they do i will finally be able to play.I knew i would like this game, saw it in videos, etc and i knew i was gonna like it, but it has been a total letdown not being able even to start it.
If anyone who reads this comes up with a solution, please post it and i will perform it if i did not do it any time previously.
Thanks all for taking your time to read it, i appreciate it. Its my first post here but i have been reading this forums for so long, and i know this is a great community. Enjoy your game, if you can.

You can try this tutorial here to fix this error:
<snip>

Mate im not a fan of webpages who ask you to complete a survey before making the download available. Dot get me wrong i wanna try that fix, but i wont be giving my phone number or other stuff to anyone.

Have you tried running System File Checker? If not, open a command prompt with admin privileges and enter the command

Code:
sfc /scannow

If that doesn't help, please post again and include a copy of your DxDiag.txt file:

Hit the "Windows key" and "R", type in Dxdiag, hit enter. A menu will appear, with a save option at the right bottom. Save the file and attach it here. This provides us with essential information about your system.

Thanks for the advice Petek, but today i finally solved the issue. I deleted the msvcp100.dll and msvcr100.dll files from both folders system32 and SysWow64.
After that i ran both the vcredist_x86 and and vcredist_x64, restarted the computer, and the game worked!!

I just found that solution somewhere in some forums, did not try it, or maybe tried it but not properly, and then it worked, finally!!. thanks anyway for the replies. Now, to play!!

(i had this same issue when running visual studio 2012, and it fixed it too. It seems those two .dll files were corrupted, or there was something wrong with them. Anyway its done now :))

I tried every single thing you had. Tried this and it actually worked. Added note that 2010 was the correct package for these, as i did 12 and 13 and neither contained these files. After i reinstalled 2010 and searched they were there, rebooted, loaded game, and sure enough intro video started.
