error after base install, error patching, error starting game, and no UI

I just bought a copy of Civ4, after the installation I get an error starting it up.
I can't remember the exact error message but it was something about python, but the game did start, but I couldn't see the UI.

I tried downloading the patch via the web, and the in-game utility, both times it gave me an error when it was installing.

Something about not being able to find/verify the game files, but it appeard to patch.

After the patch when I start the game I get an error message that says something about the xml file for communism is wrong.

But the game still works, I just can't see the UI.

I still see my units, and all the terrain and resources, I can give my units commands via the keyboard, but I can't see the UI menu to give them commands or anything like that.

I'll post the actual error messages later today when I feel like installing the game for the 4th time.
 
Your problem is with the initial installation. It simply is not completing properly. Patching a bad installation of the game is only going to complicate the problem.

Uninstall the game, then reinstall the game. Make sure you've closed all unnecessary background programs and services before reinstallation.
 
You could try installing in safe mode as that will also shut all background apps from running.

I definately sounds as though something is going wrong with the initial install.
