Error: Direct X or Graphics, can't fix it

I followed the steps listed at http://www.2kgames.com/civ4/support_ati.htm
and on this site to fix the Error regarding Direct X or Graphics. The first set of instructions did not work, so i followed the art pack information, which I completed, but, now when the game starts to run, instead of erroring, it just does nothing. The game does not load, any help out there??

Specs:
Athlon 2500+
Radeon 9550
512 Mb Ram

Sounds frustrating.

First things, Did you do a clean install? (No old civ4 folders etc...)
When you installed, did you immediately install the 1.52 patch? (You can download directly from firaxis here)

Once you (clean) install the game, and the 1.52 DO NOT use the pak/unpak thing. You shouldn't need it.
If you have a directx problem, have you tried downloading the december directx? http://www.microsoft.com/downloads/...FA-0E3C-4837-AFC0-6C67DCAA54BF&displaylang=en

Trying to help, but not sure exactly what your problem would be.

Check your hardware - the game does not support on board grahics chips (IGPs) - typically many have the Inter 8 series IGP, the game will not run on those chips.

Then load Patch 1.52 either through the game interface, or via

Before Patching
Windows add/remove in control panel remove Civ - success or failed do the following

Delete the Civ IV Directories in:

- Programs/Firaxis
- My Documents / My Games
- C:\Documents and Settings\USERNAME\Application Data\My Games\Civilization IV\ Its a hidden directory if not seen just check you have "show hidden files" switched on

Load from discs
Load Patch V1.52

If still issues - post again with your Dxdiag file

(Dxdiag - Start Button - click - choose run - type dxdiag - hit enter - wait a min - select save all information - post using 'advanced' button below)
