Espionage bug?

Not sure if this is even a bug or is meant to work like this.

I had a spy in Hiawatha's capital and stole a technology. He accused me and I agreed to stop spying on him and pulled my spy out of his city.

A few turns later the spy on defence in my capital killed an Iroquois spy and now when I mouse over his attitude in the diplomacy drop down it says I broke my promise to stop spying on him!

I thought I was agreeing not to put spies in his cities, not to giving him a free hand to walk in and steal my techs!

I've noticed this a few times in games, but never realised why it was happening. Looking back I'm pretty sure that it's how you described it - killing a spy on defence of a civilization you promised to stop spying on. There's no way this is how it's meant to happen, otherwise you would have to stop all counter-espionage to be sure to avoid it.

I'm surprised there aren't more comments on this, it can't be a system specific bug. Maybe the thread title is too vague - I would suggest changing it to "you broke your promise to stop spying bug" or something similar, I forget the exact wording of the diplomacy text. Hopefully a few more will notice the thread and we can confirm it's a bug.
