Espionage direction poll (Part 2-1)

From now on, the polls will assume all 5 aspects should be covered by the espionage system, with "obtain information" being the highest priority. Part 2 is in 5 separate threads (including this), each asks for how each of the aspects should be achieved. Options for each are: a. Passive spying...

This poll is for the "Harm other players" aspect. For each option (a-h), you may pick Yea if you're fine with it working like that, Nay if you're NOT fine with it working like that, or both/neither Yea and/or Nay if you don't care.

Remember, these options can co-exist.

Examples for each option in this thread:
a. After establishment, the target city has X% chance of having a random improvement pillaged each turn.
b. After establishment, the target city has X% chance of having the garrison damaged each turn, but the chance can be lowered due to security or counterspy. The spy may be identified, kicked out of the city or even killed.
c. After establishment, the target city loses X% of yield Y every turn, but the target civ can perform a counterspy action which has Z% chance of identifying, catching or killing your spy.
d. After establishment, you pick from a list, a mission that will blockade the target city for 3 turns, X turns later.
e. After establishment, you pick from a list, a mission that will lower the target city's specialist yields for 15 turns, X turns later, with a Y% chance of success.
f. After establishment, you pick from a list, a mission that will spawn 6 rebels around the target city X turns later. The target civ can perform a counterspy action which has Y% chance of identifying, catching or killing your spy while it's there.
g. After establishment, you pick from a list, a mission that instantly make the target city go into resistance for 3 turns.
h. After establishment, you pick from a list, a mission that has a X% chance of making the target civ units have -10% CS for 3 turns.

Really? That's just like the current sabotage missions that nobody uses! Ugh how do I make working proposals with this...
Maybe people only want the siphon yields and nothing too tactical?
