Espionage Question

I am just starting to use spys, and I have a couple of questions about them. I have built the intelligence agency and have planted a spy (I am currently playing WW2 Global by Rocoteh, but I do not think the spy area was modded).

1 -- How can I tell what techs my enemy has? I'd rather not steal when they don't have anything I want.

2 -- What is "steal plans" ?

3 -- If I am not at war with someone, do I need to plant a spy to steal techs? I am Japan, so I am locked at war with America, England, France and China, but there are plenty of "neutral" civs out there too. I planted a spy in America, but I wanted to double check before I tried to plant a spy in a neutral country.

4 -- Can I steal a tech from an ally? I am in a locked alliance with Germany and Italy. Assuming this area isn't modded, can I plant a spy and/or steal tech from either of them?

1 -- Do the diplomacy thing as if you were going to trade techs. All the techs you can steal from them are listed there.

2 --For one turn you can see all the enemy positions and movements including town garrisons. Helpful in locating ship locations, finding easy towns to pick off.

3 -- You can steal using a diplomat, but you might end up at war if he screws up. :)

4 -- I've never tried with a locked aliance, but I don't see why not.

1 -- I am not sure if I can do normal diplomacy. I believe it's locked to where they always refuse my envoys as we are in a locked war. I will try it tonight. If it doesn't work, is there any other way?
