Espionage?

The game manual says to click the icon by the city to iniate a mission, either through your embassies or the intelligence agency. Well when I click my intelligence agency icon, it only gives me choices to plant spies in the remaining 4 civs I dont have a spy in yet, it doesnt say jack about starting a mission. Also the embassy icon just says we cant establish any more embassies at this time. I know I've done a spy mission before, but I havent played in a while and must have forgot. Can someone please humor me as to how the hell I do a mission?

how do you want to start a mission, without planting a spy to do so?

So --> plant the spy
and the start a mission

Do you have to have spies in EVERY other civ before you can do a spy mission in any of them? Cause I already have spies in like 4 civs, but it wont let me do missions in them?

You have to click on the capital of the other civ you have a embassy or spy.

Have fun with them.

An alternative to hunting down capital cities of your enemies, just click on the "E" button that runs down the right side of the info box (the little box in the lower right of your screen that normally shows you the active unit).
