Espionage?

What happened to espionage in this game? Has it just been totally scrapped? I heard it was somehow related to guilds, but aside from the ratcatcher, guilds almost never spawn in my game.
 
Kael does not intend to implement BtS-style espionage. The only espionage-like features are those tied to the Council of Esus.

I intend to make an espionage (divination vs. subterfuge) modmod (perhaps separately, but probably together with my main modmod), but it will probably be quite a while until I can teach myself enough C++ to implement t the way I want.
 
Is there a way to mod in the ability to view cities without it, then? I like to see the cities I'm targeting before I actually go and conquer them.

Guilds never seem to play a significant role in my games. Is this unusual, or do most guilds never actually spawn?

If you are the Concil of Esus you can see into all cities that have the Council of Esus religion.
 
And of course invisible units (like Shadows) can move around enemy territory without fear.
 
...except for all cities with Hidden Nationality units stationed in.

But if you aren't CoE, you can never see what buildings an enemy city has, or how much gold they make, or their hammer output?
