Eurocopter Reskins

The Agusta stems from the A-129 Mangusta manufactured in Italy. A T-129 variation was produced for Turkey's

A-109 is not a real gunship but Belgium uses A-109 with TOW against tanks (theoric because launching a missile is too expensive for our country :p).
 
Carthage (Tunisia) uses the Eurocopter Dauphin, as does China (Harbin Z-9 is license built).
The Z-9 isn't really a gunship, and the Chinese don't use it for that role anyway. Instead, they have their own indigenous WZ-10 program.

The Celts (Ireland) and Portugal do not really have gunships to speak of, so they could go with the Tiger as well.
Despite their differences and historical conflicts, I think the British would be quick to come to the defense of the Irish, and currently England is building licensed copies of the AH-64 for their gunship duties, as the Lynx isn't a real gunship. In that regard, I suppose it wouldn't be a far stretch to give them the AH-64.

The rest is imo better suited with a mix of AH-1, AH-64 and Mi-24.
Probably want to add the Mi-8 to that list if you are going to list the Dauphin and Puma as "gunships." An edited model with external pylon racks would probably be needed, though. I'd like to see an Mi-28 'Havoc' model, seeing as how it is the official gunship of Russian and soon to be Venezuela. The OH-6 Cayuse would also be a good helicopter to make, seeing as how it fills out the attack helicopter role for many nations.

I listed them as they do not really have gunships but do have some Eurocopters, so to me it is ok to given them the Tiger as their gunship. Same for Ireland which does not have a gunship, not having one qualifies them for using the Tiger in CIV (it would as well qualify them for an AH-64, but there are too many nations with that one already ;) ).

I agree you could of course use the AH-64 for these nations as well, that was not the point though. I tried to list nations which do not use any of the regular gunships as potential candidates for the Tiger (there already are too many nations using the AH-64 and MI-24 as is, from a CIV diversity perspective).
