Exoplanets Map Pack prevents players from sharing saves, even if game is not played on any of the extra added maps.

Essentially, if you own this pack, all your saves will be tagged with it as DLC, and you could not share your saves with someone who did not pre-order this pack, and does not have it as DLC installed.

This was also an issue in Civ5 and its own map pack (and as much annoting)

Firaxis, please get this resolved properly.
If game does not use DLC content, do not lock saves to require DLC.

Another issue is that I can not just turn off this DLC, as workaround, so games that do not use these maps are not tagged with this DLC.

This is a lack of functionality, compared to Civ5 and its expansion.

Unfortunately, unlike in CiV, there is no menu option to disable particular DLC. That would be useful.

Exactly.
Only known workaround I found is to uninstall this DLC through Steam, and play game that way.

But it would be best (for this specific issue) if maps would not count as DLC in save games, if game does not use maps from the DLC.

Can you please mark it [ENHANCEMENT] instead?

It is really an annoying feature that should not be in the game.

If you do not play the map, it should not lock saves to map DLC. Simple as that.

In fact, this is defect, even if it works with current (flawed) design specifications.

Either that solution, or at least allow a player to disable particular DLC before starting a game, as in CiV.
