I find this trait to be one of the most powerful, in fact a little overpowered.

I imagine it depends a lot on the type of map you're playing at. In my games I don't find it one of the best traits at all, I'm used to play maps with more civs than suggested, and in this way I normally don't need to build so many settlers, since most of the cities I get them via conquering.
