From using the Editor, I know that Diplomats and Spies, like other Units, have experience levels (Conscript, Regular, Veteran, Elite). However, how do these levels increase in the game, or do they even? Do successful espionage missions increase the experience level of your spies? If so, how do diplomats increase?
