I would say that the AI is either cheating or he got it from a goody hut. Or he might just be more advanced. I don't think first place in literacy always means the most advanced, but I am not sure.

He could've gotten to gunpowder built a musketman and it got upgraded at some ancient ruins.

pikemen and longswords both get promoted to rifles via goody huts. archipelago leaves a lot of random goody huts around, so he just hit one of them with a pike.
