Short version - does anyone understand how the exploration agenda works ?
Long version - I basically want to mod the game so that if you build a University instead of flat science bonus, you get a science bonus based on how much of the map you have explored, in that city. As an example maybe you get +1 science per university for every 20% of the map you have revealed.
I don't think the agenda works in a way that makes the above possible. From what I can tell, it compares the amount of exploration your civ has done, to something else. I'm not sure if that something is
a) The amount of exploration the other civ (the one with the agenda) has
b) The average amount of exploration of each civ in the game
c) Something else........
If it's a then such a mod is probably impractical (Impossible to balance and explain) but I do think I could work with b......
edit - I should perhaps mention I don't know how to test either hypothesis.....
