Is there a shortcut to know which civilization doesn't have your extra luxury that you can export for extra money without engaging into diplomatic meeting with them?
The only shortcut I know is if you hit 'F4' for the Diplomacy screen, making sure that the TRADE button is engaged (the one that shows what trade routes are potential & active, rather than who is at war) if you put the mouse over the other civs' leaders faces, the little guy in the corner will eventually tell you of any particular resource or luxury you have that they don't.
If you go to the trade screen (2nd advisor on the advisor screens), it will list the civs you can trade with and if they have any available luxury items they have for trade. It's doesn't contain resources though, at least I haven't seen any. Someone else could confirm that.
I don't recall ever having seen resources listed on the trade advisor screen.
As a general rule, I contact other leaders every two or three turns, and just to see what techs and resources they have available. As near as I know, there's no negative effect for "bothering" them, even if you're just "window shopping" and don't transact any business.
Look at the top of the main trade screen, where it lists all of your available resources (strategic or luxury). Right below that are two lines, "imports" and "exports". If you move the mouse over the "exports" resources, a pop-up box comes up that tells you where you're exporting that resource; like it'll say, "to Chinese". Then you can quickly figure out who's not getting the resource and trade it (you will probably know already whether you have a valid trade route).
