Extorting techs in SID

I have a friend who is claiming something I consider bizarre. He says when he plays SID he keeps up with the AI by extorting techs. I told him that was a decent strategy early on but when techs became more expensive it becomes harder to extort. He says what he does when that happens is offer a 1000 gold per turn (or a similiar amount) then declare war the next turn.

I was under the impression that the AI would never accept a GPT offer again once it has broken but he claims he did it 10-15 tims in a game

Is this possible?

It's possible, AI will accept GPT deals when negotiating peace. It's one of exceptions when broken reputation doesn't matter. Another example is dealing with civ B when you have broken deals with A but both you and B are currently at war with A.

If he's saying that he keeps up by buying techs from the AI for gpt, then going to war ie getting his money back..... No it's not.

Doc says his friend extorts techs, he doesn't buy them; the only way to extort tech is as a part of peace deal. Next turn he declares war again and so on. So it's possible, the only downside is he's locked in war until AI will talk again and if they were furious already it could take some time...

Oh, guess I misunderstood that part.

In that case, sure it's doable, but very very lame. Fake peace treaties are among the most broken aspects of this game.

The trick is LET AI DECLARE THE WAR. This can be done, for example, by stealing AI's tech (failed).

surely if you switched between to civs. i.e. go to war with civ a, trade gpt with civ b, then make peace with A and a MA on B and trade tech for gpt with A.
going on what gen said that should work (if i explained it well enough for people to understand:P)

He is telling you the truth!;)

AIs are so stupid! Why would anyone want to declare war on them?;) If you want war, there are thousand ways to lure them into declaring war on you; therefore, you keep your reputation crystal clean while you don't have to pay them back anything. Not too mention that your citizens will be extra happy to go to war too.;)

About offering 1000 gpt...doesn't this mean to have surplus of 1000 per turn in your treasury? At least in normal trades this is the case; is there an exception for peace treaties?
