This starts happening to me later in the game, before a victory of any kind. When I push the next turn button the game goes to the next turn, but my research and buildings dont progress until the next turn after that. Essentially it takes two turn of the game for my research and buildings to progress once. Anyone have any idea what's going on?

Sometimes you have to press the Next Turn button twice to actually advance to the next turn. The sequence of events when this happens is:
1. Press Next Turn.
2. One or more units (such as workers) need orders, which you issue. The game has not yet advanced to the next turn.
3. Press Next Turn. The game now advances to the next turn.
