The AI would rather pay me 508 gold/turn than a lump sum of 1 gold as part of a deal to go to war against the Aztecs.

They will only pay while I'm allied, no lump sum accepted, you know it would be a risk to pay a lump sum up front, what if I made peace with the Aztecs before the deal was up.

She can afford it, it is only about 10000 gold over 20 turns, she has 30000 gold.

It's not really a bug, it is a simulated trust thing, lump sums will not be paid if deals have been broken it the past or if not perfect diplomatic relations in general.

Usually they won't pay either way, but she really wants Nationalism badly, and I want to get the Aztecs out of first place.

It it does seem odd if they accept 1 gold/turn and not accept a single gold lump sum (nevermind 508 gold/turn for 20 turns).

It may not necessarily be a "bug" in the sense of "programming error", but it is definitely a design flaw in the trade engine...
A little "sanity check" that prevents things like these, would have taken three lines of code... Too bad they didn't put it in...
