F9 Palace screen not automatic?

Some games my palace does not get the chance to be built.
Whenever I get a lot of WLTKD I press F9 and the screen prompts me to build. Other times I do not get to upgrade the whole game.

I use the palace build function in my cities to prebuild wonders.
Is there a relationship between the state of your palace and the cost to move it.

For those of you who do not mind "cheating" on the AI, Many wonders can be accelereated by building the palace in a city and switching to that wonder when it becomes available.

The cost of a palace depends directly upon the number of cities you have. Not the improvements to it.
