OK, this isn't an error I was getting, but I was working on fixing my own little list of bugs by twiddling my graphics settings, and I discovered something that might be of interest to the people who are getting this. Forgive me if it's been mentioned in one of the multitude of "failed to initialize renderer" threads, but since I'm not really having the problem, I can't bring myself to read the sheer volume of posts in those threads.
Anyway, I went into my Hardware Acceleration menu in the advanced section of Display properties, and thinking it might fix my problems, turned Hardware Acceleration down all the way.
When I tried to run Civ4, I got the infamous "Failed to initalize renderer" message.
When I turned the Hardware Acceleration back up, Civ4 worked again.
So if you're getting the error, check your Acceleration settings and make sure they're up all the way. It's possible - however unlikely - that you turned them down in the past to get an old or buggy game to run, and forgot to turn them back up.
