I just ran into the same bug, so I thought I'd bump this. I've attached a save game in case anyone wants to see. I'm playing as Japan and my ally France is at war with me, even though diplomatically we are still allies. The war started when a bunch of other civs declared on me, and though I've made peace with them France remains in a state of hostilities with me. I never got a DOW from France, and on the diplomacy menu we still register as best buds, but our units are hostile to each other, and my city state keeps raiding them. It's unfortunate, as this is my first game where I've attempted to be peaceful (never conquered a city) and yet my only ally is now hostile. If anyone knows of a fix please let me know.
