Dis, I think your plan has potential for about a millenia from now. Right now our palace is a hunk of rock, our gov't offices are corners of that hunk of rock, and our business district is 8 wattle and daub huts, in various stages of constructions.
My original plan was more aimed at where we are right now. I expected to expand (somewhat organically) as the city grows. Here is more or less what i had in mind, and pardon the crude drawing, you have better design tools than I do.

Black=gov
Red=Residential
Green=park/common
White lots= empty/unassigned
Note that the residential quarter will back up the slopes of Mt. Victory, giving fine views and breezes. The palace overlooks the lake across a future park, and the business district can expand towards the lake for commercial/wharves and also circle around the common center of town. Please remember that our town is very small at this point.
We will need it in more detail... My proposal mainly reflected the different governmental areas we have, and also the main everyday businesses (eat, drink, sleep) to be between government and business-areas.
Also, the governmental housing should be near the governmental district. And i think having normal living quarters near the palace or other governmental buildings would not be that nice for the people and will be risky for our officials in times of crisis.
Also, if we do not plan far enought to the future, we will have to redesign it. For this, the same arguments apply than for redisigning province borders ;-)
People will loose their home-flavor if we redesign this even more than with the province-rebordering.
Also, you proposal needs to be adjusted to reflect the districs for group (=guild) houses.
