Since multiplayer is nearly always played on simult turns there is no other players turns because u move all at the same time
fast klicking or first move is to fire with your units faster then your enemy at the start of a turn
what your enemy can do to prevent u from doing that is to do shift moves since u can't see them before the turn has endet.
how ever some players like first klick games better and therefore ban shift move so that u ondly end up fighting(til modern) with ranged units(crosbows) sinced mele units are just not good enough with out shift

- Melee units strength and usability are not related to shift moves. I can say that in multiplayer games melee units are much better than vs AI.

- Shift moves are often banned (as well as getting exp for units on city states etc.)

- Fast click play huge role expecially in duels and 2x2. Especially affected early wars. It becomes much less important late game. (IMHO)

- If you are very new to simultaneous turns, you will loose nearly every war to experienced players, however you dont need that much training to win say 8 frigates vs 6 frigates in open sea even against top clickers.

Shift moves will generally get you kicked out of a game though. so dont use it in mp.

As for your original question. i have a fast pc, i7 6700 ssd etc. i can usually do 3 moves before the guy with avg pc can do his first move. the faster u give orders to your units, use the hotkeys and quick unit advance, the more u can make use of this during a war. not entirely fair, but i suppose you paid for the pc :P
