Faster and Smaller WW3 Scenario - Conquests
The saved game is Pax Americana first move. You will want to negotiate for luxuries and decide if you want a right of passage with Latin America you have a base at Gitmo they will object to if you dont. I would also suggest trades with China, India, Europe, and Russia to mimic the real world but as the newly elected dictator for life Jeb Bush you may have other Pax Americana plans. You must decide how you can obtain the land and resources you are lacking and your people deserve and spread the right kind of religious republican democracy to the world. You will also have to review all your forces and decide to fortify or move. You will want to change the production in the cities. You will have to decide if your scientists should research an actual working missile shield or Cure for Cancer and Longevity. You do have the necessary trades and right of passage agreements with the Commonwealth and the Eastern Pacific advanced states for your bases and to get the necessary modern resources. Unit forces per Alliance are based on the current existing military forces extrapolated to 2013.
The year is 2013 the world can be yours.
The world
You will win with 55% of world population or 66% of world area.
Some of the former Soviet Union states have re-aligned with Russia. Some have joined the Muslim League. Turkey has not joined the European Union but is part of the neutral states. Vietnam, Jordan, much of Africa and some other countries are also neutral. Latin America is technologically backward but unified. Some Saharan countries are currently blank and will likely be settled and align with Neutrals or Muslim League unless there is an aggressive outside Alliance.
That file takes 5 minutes to build the scenario on a 1.3 Athlon with 640 Ram.
Playing other alliances is possible in the scenario. The Commonwealth will have to decide where it wants its second government center, Canada, Australia or South Africa.
Choices will have to be made with each Alliance.
There are going to be wars for control of modern resources. These are going to be production wars. Secure resources and increase your production and cash flow. Decide what kind of government is suitable for running over half of the world. Make partnerships carefully, breaking your word will harm future negotiations..
Instructions upzip the file and place the saved game in the saves folder and the biq file in the Scenarios folder. Load the save game or play PaxAmericana6 scenario. A version of this document is also included.
Changes in units
Rifleman cannot upgrade they represent reserves, national guards and militias and are the cheap defensive unit. (They cannot upgrade so you can always build them.)
Only a bit more expensive are guerillas. In this game they have nationality and all countries can build them. (I tried them with no-nationality but didnt like the attacks on Gitmo and other places.) Strength is upgraded to 7-7.
Jet fighters are fairly modern interceptors. F-15s that can be built by all countries are fairly modern fighter/bombers.
AEGIS cruisers and nuclear subs are armed with Tomahawk missiles with non-land lethal but deadly bombardment.
Submarines and nuclear submarines I had to make visible to get around the war sub bug. Non-nuclear subs also now have the 0 range bombard strength 6 if naval units attack them. In wartime sub hunting is dangerous business. Nuclear subs are harder to kill than non-nuclear and move faster.
Modern Armor and Radar Artillery cannot be air transported. That is what naval transports and scattered worldwide bases and agreements are for.
I set the tactical nuclear missile range to 8. It seems to fit the map when carried by subs. In real life the range can be much greater.
Only cruise missiles and stealth bombers have lethal land bombard.
Motorized units and cruise missiles are wheeled. You have to have foot units including lighter artillery to dig the infantry out of the mountains. If you have heavy stealth bombers and cruise missiles that will help. Note that regular artillery is not wheeled and is not upgradeable to the more powerful radar artillery.
Modern Armor gets its defense reduced from 16 to 14, in order to make Mech. Infantry more important with its defense rating of 18. Mech. Infantry is also important as it can be air transported.
Modern Paratroopers get their attack rating increased from 6 to 8. Also, they get defense rating increased from 11 to 13 to make them a good alternative compared to helicopter dropped TOW Infantry.
Helicopters are very important in this game as the transport unit for foot soldiers and light artillery. They also do double duty as shorter-range air transport load up and unload a third of the world away. They also have a triple duty with limited bombard capability and recon ability.
Most obsolete units are not in your build list.
Bombard strengths of naval units increased.
There are no Armies. The AI cant use them. The Pentagon gives a Stealth Bomber every six months.
Other changes:
Riflemen and Mech. Infantry get AI offense strategy flag removed. Because of their cost and low attack ratings, these units are not suited for attack. They are much better when used for pillaging or defensive support. That does not mean that without this flag these units won't attack. They'll still attack targets against which they have good chance of winning, like taking out wounded enemy units.
The scenario was cash poor so many resources generate more commerce.
Other Alliances are reluctant to go to nuclear war unless someone else uses them first or cities start getting razed. Not new, just a reminder. Also a reminder: in air wars to target cities containing the airbases first.
No cities on desert or tundra. Tundra also slows movement.
Many other minor adjustments made interception chance reduced to 1 in 3, a bit faster damage clearing, for example.
Questions may be raised about the quality of some units,
Conscripts and obsolete units reflect draftees, or in some cases reserves or militias, or units below strength, or units with not enough equipment or pay, or lots of obsolete equipment, or not enough training. TOW infantry is infantry supported by mechanized vehicles but not enough to be considered mechanized.
Veterans are tops in the world in training and equipment. Most Alliances have few airports, harbors and barracks because those each produce veteran units. Cutting the numbers of harbors and airports also speeds the game.
Jet fighters and F-15s are supposed to be modern aircraft. If the Air Force isnt modern enough it gets regular fighters or bombers. I actually have been generous with most of these ratings. Yes, there are still a few cavalry units around.
Israel, part of Pax Americana, might be just a bit under strength because of its reservist structure. This has been adjusted for but some will disagree.
Some city placement was to get the boundaries correct. With this small a map a few adjustments were made. The middle east is a problem but the characteristics I wanted are there. Thanks to Kal-el for the original 140x140 map.
Future plans, none immediately. Changing the unit animations and adding units converts this to a mod. The pedias havent been changed and could be. I could listen to suggestions. On the military strengths my Institute for Strategic Studies World Military Balance books are currently buried and this was a conversion of a conversion of a conversion projected ahead about 10 years and taking map limitations and not adding new units into account.
This scenario was not possible without maps and ideas from other people.
