Fastest way to develop cities?

Is there a fairly universal build order for cities that are just starting out? At first, I thought it was always best to spam out workers at the start, but at the beginning when they take alot of turns to complete they really halt a cities growth by alot it seems. Would it be better to grow a city first, then start making workers once the production is high so they don't take as many turns? Also, assuming I already have a couple of workers out and bronze working researched, would it be efficient to chop down a forest, and once it has only 1 turn left to chop down, start making a worker so it minimizes the amount of turns my city spends not growing? I also figure its more efficient to start making workers/settlers in cities that are already at their population limit before they become unhappy, since you want to prevent it from growing anyway. So, what are your thoughts?
 
The fastest way to bring cities up to speed is let them working improved land.

For the capital building a worker first is almost allways the best. Other than this, i prefer sending workers from other cities (which usually can build those faster), while allowing the new settlements to grwo while building something else (Monument, Barracks, ... depending on what's needed)

Hurrying workers/settlers to shorten time without growth makes sense. I prefer Whipping before Chopping, as there are usually better uses for the trees. If you have enought food stored, the city can regrow on the same turn the Settler/Worker is finished.
