The Second Treaty of Shroudane​

Preamble


We the Civilizations of the Western Continent of ‘Als-Sidar come together to form a Coalition to preserve the Greater Good, provide for the common defense of our nations, and to promote unity in the world of Erebus, in order to establish a safe and secure society forevermore. The sovereign Empire of ‘Als, the sovereign Nation of Halluchuirp, and the sovereign Sidar Empire swear to maintain bonds of loyalty, friendship, and trust between their nations in order to create a Confederate Coalition of Civilizations. In this Second Treaty of Shroudane, these nations agree to abide by and enforce the tenets of this document as the highest law of the land.

The Charter of the Congress of the Confederate Coalition of Civilizations


Under the watchful eyes of all the gods of Erebus, the sovereign Empire of 'Als, the sovereign Nation of Halluchuirp, and the sovereign Sidar Empire invite all of the nations of Erebus to join them in the Confederate Coalition of Civilizations. In order to codify and organize our fraternity of allied nations, and our bonds of friendship, loyalty, and trust, the founders of this Coalition call for a Congress to be assembled for the purposes of tending to this alliance. Congressional Members of the Confederate Coalition of Civilizations agree to abide by and enforce the following resolves:

1. The Congressional Members of the Confederate Coalition of Civilizations will cooperate for the common defense of their nations, and will treat any attack against one of them to be an attack against all.

2. The Congressional Members of the Confederate Coalition of Civilizations will collaborate on all matters of significant diplomatic importance, including declarations of war, peace treaties, trade embargoes, the joining of special councils, and the establishment of military alliances and defensive pacts with other nations. Whenever possible, the Coalition will create a joint diplomatic party for the purpose of meeting new nations. In all these significant diplomatic matters, no nation will act until they have the full consent of the others through the results of a vote. The ratification of new diplomatic treaties and declarations will be deterimed by a two-thirds vote of all Congressional Members. Congressional Members are mandated to comply with the results of these votes whether they voted for or against them, and whether they disagree or not.

3. To lead this endeavor for the establishment of a safe and secure society, the founding Congressional Members of the Confederate Coalition of Civilizations – the leaders of the ‘Als, Sidar, and Halluchuirp nations – shall be known as the Tribunal of the Triumvirate, with each leader gaining the title of Triumvir. The purpose of the Triumvirate will be to administrate the functions of the Congress of Charter Members. One of the Triumvirs will be known as the presiding President of the Congress. Every five and seventy years, the Triumvirs will rotate through this position. One Triumvir will step down and another will take his place. The acting Triumvir as the presiding President of the Congress is to be the personal representative and voice of all three triumvirs to the Congress. Henceforth, the term Triumvirs, the plural term of the word Triumvir, will be used when signifying that the Triumvirs are not in unanimous agreement on an issue. The term Triumvirate instead of the plural Triumvirs will be used to signify when the Triumvirate is in unanimous agreement on an issue.

4. Votes of the Congress of the Confederate Coalition of Civilizations will be executed as such: Any Congressional Member can call for a Vote to resolve an issue or put forth new resolutions. A Charter Member may call one vote per thirty year period, a Junior Member may call one vote per fifteen year period, and a Senior Member may call any number of votes.

5. Membership in the Confederate Coalition of Civilizations will be determined as such:

Status of Congressional Members

There are three different levels of membership within the Coalition, each imparting a different level of responsibility. These levels are Senior Member, Junior Member, and Charter Member, while the term Congressional Member will be used to signify a member in the Coalition of any level. Senior Members are eligible to join in the rotation of presiding President and participating in the administrative functions with the Triumvirate. Junior Members are members who have been a part of this organization long enough to have made significant contributions to the Coalition. Charter Members are the most recent additions to the Coalition who participate in voting. Each member will be given voting power according to the weight of their contributions to the Coalition. Therefore, in voting procedures all Senior Members will be accorded 5 votes; all Junior Members will be accorded 3 votes; all Charter Members will be accorded 1 vote. All founding nations start as Senior Members. Nations that join the Coalition are admitted as Charter Members. A nation that joins the alliance can achieve a higher level of membership by proving itself worthy of earning the additional responsibility and influence. The Triumvirate find their nations to be relatively equal in gold and research output, and they require that for a nation to have an equal say in the matters of the alliance it must also be equal to them in these matters.

Requirements for a Charter Member to become a Junior Member

First, a nation must prove that it is capable of equal technological advancement with the other nations. In order for a Charter Member to become a Junior Member, the nation in question must show that the amount of technology it has contributed to the alliance is equal to 1/2 of technology it has received. Once this requirement is met, the nation gains the 3 votes entitled to a Junior Member.

Requirements for a Junior Member to become a Senior Member

Next, a nation must prove that it is capable of equal financial contributions to those of the other nations. In order for a Junior Member to become a Senior Member the nation in question must show that the sum of all the gold it has contributed to the council fund is equal to 1/2 the combined contributions of all the other nations in the alliance. Once this requirement is met, the nation gains the 5 votes entitled to a Senior Member.

Joining the Confederate Coalition of Civilizations​
A nation may be admitted as a Charter Members to the Coalition by a 2/3 vote of all members in the alliance. In order to be eligible for membership, a proposed new Charter Member must be a sovereign nation and not a vassal of any other, unless the vassal's master is already a Congressional Member of the Coalition. If any Charter Member should be made a vassal to a nation who is not a Congressional Member of the Coalition, then said nation's membership is immediately revoked peaceably unless the vassal nation's master is at war with the Coalition; said nation will then be visited by the smiting and full displeasure of the gods who witness this treaty.

The advancement of nations to a higher level of membership is subject only to the above rules, and entails no vote.

Leaving the Coalition​
Violating any part of this treaty means the immediate expulsion of the nation from this Coalition, in addition invites the smiting and displeasure of all the gods who witness this treaty. Further, if the act in which the treaty has been violated is deemed offensive enough by the Coalition, the offending party may find themselves at war with the whole of the Coalition. A nation can only be forced to leave the Coalition if they have violated a part of this treaty. A nation can voluntarily leave the Coalition without invoking the smiting and displeasure of the gods, but only if all other nations in the Coalition agree to it with a unanimous vote.

6. The Congressional Members of the Confederate Coalition of Civilizations will continue to exercise full governmental authority over their own citizens, and although one nation may advise the other on how to handle their populace, they will not interfere without explicit permission. Any disputes caused by the citizens of one of these nations will be handled solely by that leader, unless they explicitly request assistance. In the case of complicated situations where members of multiple nations create disputes in which Charter members can not agree to the method of resolving a situation, the Tribunal of the Triumvirate will put forth a resolution(s) to the existing dilemma to be voted upon by the Congress. Religion and civics will have no official bearing on decisions of this Coalition. No religion or civics can be made to be required for admission to this Coalition, whatsoever.

7. The Congressional Members of the Coalition pledge to honor their current territorial boundaries as defined by their current settlements, but leave the rest of the world open to colonization. In the future, members of the Coalition will consider any province already colonized by another member to be strictly off limits for future colonization, even if the current settlement is later destroyed or captured.

8. Senior Members of the Coalition will collaborate in the governing of any foreign settlements captured through military conquest when said conquest is achieved by military forces comprised of multiple Congressional Member nations. All decisions concerning these settlements will be made by a vote exclusive to Senior Members, unless said settlement was conquered by one nation alone. Conquering a settlement alone will be defined as having the only surviving units of the conquest belonging to one Congressional Member. Conquering a settlement alone means said settlement and all spoils of war from said conquest will belong solely to the Congressional Member who is the sole surviving conquerer. If more than one Congressional Member has surviving forces when a settlement is conquered, then said settlement will belong to the Coalition as a whole, however, the entirety of the income of such settlements will be put into the Congressional Fund, which will be discussed subsequently. In addition, any tribute of wealth or other resources resulting from a defeated foe will also be contributed to the Congressional Fund.

9. A Congressional Fund will be made for use of the Congress of the Coalition. Money from the Congressional Fund can be appropriated to any project by a 2/3 vote of all Congressional Members. A tax will be imposed on all Congressional Members. Ten percent of all Congressional Members’ income will be appropriated and placed in the Congressional Fund.

10. Congressional Members pledge to give all technologies to all other members freely, unless said technology bears the cultural stamp of a nation that is not a Congressional Member.

11. Amending this Treaty in any way can only be done by a ¾ Vote in favor of said amendment.

12. The full Congress of all Charter Members shall be called to session every five and seventy years if no votes have been called in that same period of time, with the purpose of mandating deliberation between members on all pressing matters, to consider the proposals of new amendments to this treaty and new diplomatic actions of the Coalition.

13. A Capital of the Confederate Coalition of Civilizations will be established in the province formerly known as Black Tower. This Capital will serve as the location where the full Congress convenes, as well as the site of the Congressional Fund. The administration of this Capital will be overseen by the Senior Members, its creation will be financed from the Congressional Fund, and all of its income will be donated to the Congressional Fund. This Capital will be known as the Onyx Tower.

I, Lord Malus, Dread Emperor of the Empire of 'Als hereby swear that all of the resolves and tenets of this Second Treaty of Shroudane will be upheld by myself and my successors to be obeyed as law throughout my lands.


I, Verol, Grand Master Crafter of the Halluchuirp Nation, hereby swear that all of the resolves and tenets of this Second Treaty of Shroudane will be upheld by myself and my successors to be obeyed as law throughout my lands.


I, Adam of the Sidar, hereby swear that all of the resolves and tenets of this Second Treaty of Shroudane will be upheld by myself and my successors to be obeyed as law throughout my lands.


I, the Scarred Priest of the Sheaim, also acting as spokesperson for the Daughters of Os-Gabella, the Sorcerer's Council, and the various Guilds of the Sheaim, hereby swear that all of the resolves and tenets of this Second Treaty of Shroudane will be upheld by myself and my successors to be obeyed as law throughout my lands.


I, Baldr, King of the Wood, Guardian of the Golden Bough, King of the Eekin hereby swear that all of the resolves and tenets of this Second Treaty of Shroudane will be upheld by myself and my successors to be obeyed as law throughout my lands.

Yeah, even though everyone put that part in their signature, I think I am the only one that it actually affects. Stupid mortal leaders always dying off. I'm just glad we finally went to 15 year turns, now I can at least get more than 2 turns out of a leader before I got to come up with a new one.

I do remember seeing Magister say it is likely dwarves have longer lifespans than humans but I don't remember anyone coming to conclusive agreement on the matter. I just went with the assumption that it would be slightly longer, maybe another 20 or 30 years or something. If it is mentioned somewhere in lore, than I missed it.
 
Official Edict of the Dread Emperor

By decree of Lord Malus, all Sisters of Sirona are to leave the 'Als for the nation of Halluchuirp. Any that remain will be executed. The Sisters of Sirona have asked to be left alone as they leave our country, and by the generosity of Lord Malus they will be left alone. However, any Sister of Sirona stealing slaves will be executed. After leaving our lands, if any Sister of Sirona is caught stealing slaves then their organization will become enemies of the 'Als and in turn enemies of the Coalition. There will be no safe haven for them on this continent, as they will be hunted by all.

Further, any slave raids not issued by Lord Malus are illegal. Any rogue slavers will punished according to the will of Lord Malus.

Lastly, a nation-wide ritual devoted to the angel of the great goddess of magic will be conducted throughout our lands. This ritual will be led by the Cult of Ceridwen. By the authority of Lord Malus, they will be vested with the power to conduct this ritual according to the tenets laid out by the Dread Emperor. The Cult of Ceridwen will also have the power to command all 'Als citizens to participate in this ritual, and to instruct them in how this ritual is to proceed.

Master, I had a good reply for you w/r/t dwarven livespans, then my Internet kindly decided to erase it all - after I finished it.

I'm too lazy to do it again, but suffice it to say that dwarven lifespans and the creation of dwarves are a sort of question mark within the lore. I suggest you do what you like with them - but I do also think that the average dwarven lifespan is much closer to a human's than an elf's. Actually, elven lifespans haven't really been officially addressed either, other than that to assume they're longer than human ones since the two Queens lived through the Age of Ice.
 
I had assumed (when they were NPCed) that dwarves lived to about 210-230 years but that each generation lived about 2-3 years less (on average) than their predecessor while elves lived 1000+ years and would typically sail off into the sunset instead of dying of old age. Having said that, players are free to do whatever they want.
 
Wonder what that means. Do these plans involve bugging a Coalition member that'll end up in major smackdown?

Ok, I guess that explains why I never found anything concrete on the ages. I was assuming that their lifespan was 20-30 years longer than humans, but I might reconsider that and use Immac's reasoning instead. It would really only require me to change Yeltey's age in my last story; no where else did I ever say anything specific about dwarf ages. Longer lifespans probably work better in my governmental system, in which one has to master golem crafting before even becoming ruler. Of course, my current leader is a Hallowed so I guess he still gets the short end of the stick.
 
To the players:

if i get an e-mail titled 'final oders' than 5 called 'order ammendments' then you didn't do enough thinking about your original orders.

Its not an issue this turn but 'false orders' that need to 'ammended' will cost you initiative- your troops will be confused by the string of orders arriving from central command that say different things and will have to reorganize themselves- taking time. Meanwhile, other armies are marching.
