I wouldn't be surprised at all to hear Chalid say that, so long as we are talking about a young Astrakein who has not yet met Varn Gossam and seen the light. I don't have a lot to back it up, but I've always assumed that Chalid was a very wicked man before he saw the light and repented. His tattoos and summoning ability could be explained by being a former member of the Emrys, the Cult of Ceridwen, which is a faith darker and more devoted to destroying the world than is the Ashen Veil. Had he never met Varn, he might have gone on to be an Eater of Dreams. Or maybe he was just an assassin sent to kill Varn before he found the Mirror of Heaven and established the doctrine of the Empyrean. His tattoos may never be mentioned in the lore, but those that appear in his art look quite evil, certainly not like something the Empyrean would have placed on him. Their violet color is not associated with Lugus, but Ceridwen. The only tattoos in the lore seem to be demonic runes. The marks on Chalid could be like the runes the Burnt Priest placed on Saverous, which continued to give him supernatural strength but also caused great pain even after he ceased to be a thrall. We know there is at least one follower of the Empyrean who bears tattoos from being raised among the Emrys of the Sheaim (Mikel, the commander of the Radiant Guard), so there may very well be many, including Chalid.
