Fighting without a war

One of the thing we lack is the ability to fight in neutral territory

Right now, we only have peace or war. But there should be a 3rd option:

Non aggression pact - fighting is allowed outside of cultural border. This would simulate the cold war between Russia and the US: combat never (officially) occured in either of those countries, but skirmirshes did happend it other areas in the world. In Korea for example.

Factions could then fight for neutral (outside of cultural border) territory without a formal declaration of war between factions.

Any idea how to mod this?

Well thats not true. Those were wars between countries backed by the U.S. and the Soviet Union. In El Justo's TCW some countries are unalligned so you don't have a World War X every time you declare a war.

That's a good idea. Kind of like guerrila warfare. You could have units be like Civ 3 privateers. You couldn't tell what country they're from and they could attack you.

In my Civ3 mod, I had seven units with that ability: the Pirate (early Privateer), Privateer, Submarine, Nuclear Submarine, Guerilla, Freedom Fighter (replaced the TOW infantry), and an engineered animal-thing using graphics from Aliens. Anyway, the point is, these added a whole new dimension to the game. Send a guerilla unit into enemy territory, let him blow a few things up (or better yet, capture a worker) before they turn around and crush him... makes things much more interesting. It really was a nice war around the World War problem; at 6/6, the guerilla wasn't exactly a threat for invasion when the other side had Infantry and Tanks, but it did allow this sort of third-world skirmishing between superpowers.

It looks like you can do a bit of this in Civ4; subs and spies can travel through enemy territory, after all. But I'd like to see someone program a few more levels into this.
