Border war with citadels

Btw I implemented both forts and citadels as counters to new citadel builds in this mod snippet... More or less what we've been discussing here. Adjust the user option booleans directly in the mod files if you want citadels functioning this way too -- by default only forts are enabled

 
PS I'm mainly talking about Forts getting the ability to make tiles around them immune to stealing, but of course it should also apply to Citadels, as they are "upgraded" version of Forts.

That would just make it ever so important to be the first to place a citadel. I don't like it as it would be even more annoying than it is now as you then have absolutely no way to get the land back but with city capture. currently you can place your own citadel and get land back.

I do see it would give some value to forts as they are useless? I never build them but maybe I'm missing something.

and to add about the 2 tile distance, doesn't solve the issue if a player has "Lebensraum" tenet. It could make that even more powerful.

For me at lower levels I'm not so sure of the value of great generals so building a citadel isn't a huge "loss". If we change to this 2 tile radius or "tiles can't be stolen back", then citadels will be mandatory to place ASAP. it's not really a choice anymore because if you don't place first you will loose out big time.
