Has anyone ever seen a Final Fantasy VIII scenario made for Civ II? I've only seen I-IV. I don't know much about scenario making and even less about anything visually artistic, or else I'd make one myself...

If I were you, I'd try making a scenario that would be less complicated, like a war scenario. And it doesn't have to be as good as some of the ones out there. Make the scenario for yourself first, and others second.
