finding resources

I am having trouble finding resources... I have discovered steam power and gunpowder, but cannot find saltpeter or coal anywhere! I own a good chuck of the map, but dont know how to get these things. Other civs are not advanced enough to have them themselves, so I cant trade for them either.

Are resources just supposed to appear once I know how to use them, or do I need to "discover" them somehow.

The resources apear when you research the appropriate tech. It's true that your opponents cannot trade a resource that they have not yet discovered... However, if you have a map of their territory, you can see any resources in their territory that you can see in yours.

Whenever I can't find resources, I hit CTRL+SHIFT+M to hide all the cities and improvements. That way you can more easily see the squares with resources on them.
