SO YOU CALLED US BARBARIANS?!
Designs of civilizations that were namesakes of barb cities in Civ IV.
Too gimmicky?

Spoiler :
Scythian design
Spoiler :
:c5moves: Scythia :c5moves:
:c5capital: Gelonus
Targitaus

UA: Scythae Basilaei
Defeating barbarian units has a chance to create workers, doubled if in an encampment. Tributing :c5citystate: city states produces :c5goldenage: golden age points. +1 :c5culture: for every active worker in the empire; +3 during :c5goldenage: golden ages.

UU: Skuda
Replaces chariot archer. :c5rangedstrength: Ranged strength counts for :c5citystate: tributing as well as :c5strength: melee strength. Pillaging tiles takes no movement, provides double health, and causes global :c5unhappy: unhappiness in enemy empires.

UB: Kurgan
Replaces shrine. Provides a burst of :c5goldenage: golden age points any time a :c5greatperson: great person is expended or a mounted unit dies. Provides +15 :c5war: XP and the "Nomad" promotion* to units bought or built during :c5goldenage: golden ages.

*
Spoiler :
This promotion grants units +1 movement after razing a tile, meaning pillaging costs negative one movement point. It also provides +1 food to camps and pastures the unit is stationed on.

Kazakh design
Spoiler :
:trade: The Kazakhs :trade:
:c5capital: Almaty
Kasym

UA: The Great Jüz
Upon :c5razing: capturing a city, gain :c5culture: based on the number of :trade: trade routes to or from the city. Cities gain :c5production: production and :c5faith: faith for every :trade: trade route passing through their borders that does not involve the city. Borders grow faster in largest cities.

UU: Dzhigit
Replaces Horseman. Capturing civilian units provides :c5war: experience, and each promotion contributes :c5happy: local happiness to a city when garrisoned for every horse resource improved in the empire.

UI: Silk Road
Unlocked at currency. Can :c5trade: connect cities and costs no :c5gold: maintenance. Foreign missionaries yield :c5faith: faith and foreign trade units yield :c5gold: when ending a turn on a Silk Road. If a Silk Road connects to the borders of another civ, gain a copy of a random luxury in the empire.

Got my first gimmick. Gonna do 12 for this one

Here's the third, to be able to have the smilies

Ainu design
Spoiler :
:tourism: Ainu peoples :tourism:
:c5capital: Sapporo
Koshamain

UA: Iwors
+1 :c5food: food on sea resources and camp improvements. When an enemy declares war, a free contemporary infantry unit appears on every camp in the empire. Cities enter "We Love the King Day" when an animal resource is improved nearby.

UU: Storyteller
Replaces :c5greatperson: Great Writer. Rather than creating regular great works, the Ainu Storyteller creates Yukars, Yukars can be used to theme with any other great work. When a Yukar is swapped, gain a massive sum of :tourism: tourism towards the other civilization. Bulking storytellers generates :tourism: as well as :c5culture:.

UB: Nusasan
Replaces shrine. Contains a slot for great work of writing. During We Love the King Day (renamed Iomante in these cities), animal resources produce +2 :tourism: tourism and +1 :c5faith: faith.
