Fire Tuner Civilization VI

i need to add units in my game fe. i need to increase numberr of settler unit in the start of the game how can i do it in Civilization VI?
Also i can't find fire tuner in my steam account which probably can do it. Could someone can give me instructions?
Most of the instructions from 2017 ( i can't find instruction in 2018) are invalid because i think steam changed their menu.

For adding new units in start game I suggest you to use LeeS´s Really Advanced Setup Lite

This Mod is Currently NOT compatible with the Rise and Fall Expansion

I can use it integrating with my mod, but if not wait some weeks since LeeS is preparing it of Rise & fall.

ok but when i can FireTuner then? instructions in internet are not to date or i am blind!
