While playing 1.61 as the Russians, I noticed the 'X is the first to discover Liberalism!' message twice in one game. Checking back through the replay, sure enough, both Elizabeth and Louis XIV were credited with being the first.
What happened is that Elizabeth was really the first to discover, in 1515, as I was invading England. The English civlization was destroyed in 1575; apparently nobody else besides Elizabeth had discovered Liberalism at that time. So, in 1655, Louis XIV discovers Liberalism. Presumably the game simply checks if any existing civilizations have discovered Liberalism, and it appears none have, since the English have been destroyed. Thus, Louis XIV gets credit as well, and I assume (although I don't know) he also gets a free tech that he shouldn't get.
