How would these changes work for balance and fun?
-Opener: -30% unit maintenance cost, +15 xp for all new units
-Militarism: -25% cost of buying units, +20% production for units
-Populism: -Wounded units do 25% more damage. +1
for barracks, armory and military academy
-Fascism: Provides +6 of every strategic resource. Units can gain blitz at level 2 or higher
-Police state: Courthouses +3
, -50% culture cost increase for annexing
Total war: No rebels, and no production or fighting strength penalty for unhappiness (growth penalty still remains)
