How would these changes work for balance and fun?

-Opener: -30% unit maintenance cost, +15 xp for all new units
-Militarism: -25% cost of buying units, +20% production for units
-Populism: -Wounded units do 25% more damage. +1 :) for barracks, armory and military academy
-Fascism: Provides +6 of every strategic resource. Units can gain blitz at level 2 or higher
-Police state: Courthouses +3 :), -50% culture cost increase for annexing
Total war: No rebels, and no production or fighting strength penalty for unhappiness (growth penalty still remains)
 
Was +3 happiness for Courthouses always there or did you add it? I like it!

Edit: I'd sort of want it in Fascism or Militarism thematically rather than Police State, but I'm no history genius.

The +3 :) was added after the last patch. It USED to be -20% :mad: in occupied cities, but it was changed for the worse. It currently gives +3 :) and doubles the time to build courthouses...but if you annex, there is almost no way you would ever get through the tree.
 
This would make autocracy worth it. Reasonably balanced from what I can see
except maybe fascism. Not bad.
