Flat color for flag

I have a custom flag that appears fine in the game, except that it is just a flat color. That is, it doesn't have the shading that looks like folds at the bottom of the flag. Does anyone have any suggestions?

I should have mentioned that when I use a black alpha and set the WhiteFlag property to 1 I get a blank flag. To fix this I used a white alpha.

Well, I discovered the cause of my problem. If you have a custom color for your civ defined in Civ4PlayerColorInfos.xml then it automatically applies the colors to your flag.
