What program(s), commercial and/or free, do the C3C experts recomend to create and/or modify FLC files?

You would want to go to the Civ3 - Creation & Customization subforum for that kind of information. That is where the Civ3 Modders hang out.

As I said in an other discussion "go to the Creation and Customization forum" (better with a link).
You will then have to browse pages about flicster, SBB, CivMMToolkit... then Paintshop/Photoshop/Gimp, then Palettes... if I can be of any help, let me know

Well I just answered my own question by doing a little experimentation.
