Purpose: Make High Food Yield Cities more strategically viable.
Solution: Military Units consume 10% in Food of their Gold Maintenance value (e.g 2 Gold = 0.20 Food).
The value is subtracted from the City the unit was produced in. Does not apply to Levied Units.
Optional: When on enemy territory, the food maintenance value is instead subtracted from whichever City the tile the unit is in belongs to.
