Food Counter Not Going Up For Cities

I just started playing ROM and everything seemed to be going fine for the first couple of turns before I noticed that my food counter wasn't going up even though I normally like to focus on growth during my early turns in BTS. No matter what I did I could not get the game to recognize that I should be collecting 6 food a turn. I made sure that the no growth option I noticed in the city menu was turned off, but still no food collection. Work and research are fine, but if the game won't let me collect food then I don't know how I'm supposed to play ROM. Has anyone else had this problem or know of a solution?
 
It had me completely baffled for a while but it turned out that it was the worker I was building. I didn't know that RoM transferred all of the food a city collects into building certain types of units right off the bat. It seems like an interesting and potentially useful feature if I were to ever have a city with a lower work yield, but is there a way to control or turn it off?
 
AFAIK workers and settlers use food for production in Vanilla too, can't remember if there are civics in vanilla that do use food for military production. Geez, I can't even remember when I last played vanilla.
 
In Civ 4 when you build a Worker or a Settler, the city's excess food is used to build it.
