Ur Sorry Ass
I usually build forge before courthouse unless
1)maintenance > 6.
2)city in the middle of a desert.
3)units about to strike.

Courthouse, because in about 90% of my games I get COL before MC :)

Forge if you are ind, courthouse if you are org. More often than not courthouse is not going to be the best economic building in any given city though...

Courthouse

Fact- First espionage building available, you can build in the capital and get that aspect going which is 1/3.3 repeating part of the game.

Fact- A production city should already be set up by the time of the casting of metal.
holding off on production is not as hindering as holding off on 1/3.3 repeating part of the game.

Depends on the map. If I have a massive empire that can easily support a few extra cities, then I go Forge so the city can get up and running faster. But if its still very early in the game then Courts. Economy is most important in the Early game then any other age.

Generally Forges first so i get discount on whipping the courthouses. But if maintenance is very high i might reverse the order.

Usually courthouse. Maintenance is usually a problem before production (i.e. the +25% from Forge) is. Production can be whipped in the early game, and by the time I'm out of slavery, I have enough cities that maintenance is a problem right off the bat.

Obviously traits and UBs are a consideration as well.

granary or theatre

Possibly Temple if for example AP, SM UoS have their bonuses...

Courthouse - I have maintenance issues which are usually more pressing.

Depends if I built oracle and if I took MC or CoL.

Also in higher prod cities at core I'll take forge first, further away courthouse. Depends, though, If i'm industrious or org. (I almost always play as one or the other) I love Organized. Its one of the most underrated traits.

I mostly only build forges in cities with 12+ production unless industrous in which case I'll want at least 8.
This is unless there are other bonuses applying, sooner or later it becomes worth it in most cities of course but in the early phase of these buildings it will often be something like 50% cities with forges and 100% cities with courthouses.
The build order depends heavilly on ind/org trait but if there's no special reason to go courthouse first and I want a forge then I'll get the forge first of course.

If you build Courthouse/Forge it will take you X turns. The benefit of building Forge/Courthouse is that by the time X turns have passed you will have 60 net hammers (40 base hammers) invested in your following build. (Normal Speed, and assuming no production bonuses for either building)

Those hammers have to be balanced against the money you would have saved and the espionage points you would have generated during the period that you had the Courthouse earlier. For a high production city that period is short, and generally the tradeoff will favor building Forge/Courthouse. The lower your production in the city, the longer you have to go without the Courthouse the more those 60 hammers cost you. For a low production city at the fringe of your empire, the Courthouse makes sense.

6-10 turns building a forge before a CH loses you a lot of money, especially after an extreme REX.

Courthouses are the no brainer choice.

vanatteveld is right here, i really think the slavery bonus is forgotten sometimes. I remember playing a walkthrough here and i got some comments how i hadn't really micromanaged the forge to avoid rounding errors. But whipping is the main reason to build these buildings, 2 pop whip with forge is 15 extra hammers. It depends on how much you've rexed but typically an early courthouse in an average city (not an extremely outward one because there courthouse should go first indeed). saves you ~ 2g gpt, apart from whipping a forge will give you 2 extra hammers once you've 8+ H production.

I was not aware of that forges affect whipping. Indeed that really makes industrious a new trait in my eyes. I always liked forges for the early eng (before the gp pool gets too corrupted to get one for mining later) nad giving a good boost in high prod cities.

Wow so the oracle=> MC opener looks really strong for industrious now. Not only is oracle not difficult to acquire on higher difficulties but its not hard to unlock MC to research either.

The answer is forge, so it's easier to build the market, grocer and bank before you get to the courthouse. Courthouses are best built with mining inc hammers.
