Forge Quest bugged?

Hey

I wonder if anyone ever had an issue with the forge quest.
In my current game i got the quest to build 9 forges (quite hard if you don't even have that many citys yet but i gave it a shot anyway).
So i completed the requirement and got to choose my reward. But to my disappointment the option that I would have liked the most was greyed out. I wanted to take a free engeneer specialist in my city.

The other two rewards are rather useless to me in this game so i would really like to know what went wrong. Why can't i choose the free specialist option?

To get the 3rd reward you have to have selected a state religion. And from looking at the screenshot, you haven't selected one yet.


Quest6:
Master Blacksmith
Prereq: City with Forge
Obsolete: NATIONALISM or PRINTING_PRESS or EDUCATION or GUNPOWDER or ASTRONOMY
Active/Weight: 25/500
Aim:
Build default number of players for this world size forges (7 for standard) while not loosing the city triggering the quest
Result:
1.1 Copper resource is revealed
2.All Swordsman units gain the Shock promotion
3.IF you have a state religion gain 1 engineer specialist in the triggering city
 
Ah that would explain it.

Hmm now i have to do a reload and choose my state religion first. The thing is that I am not too eager to pick one because I am on the same continent with Shaka and Montezuma and we had this nice "Let's all beat up Mansa Musa"-Thing going on. I guess by choosing a religion i will offend at least one of them.
Or maybe they aren't so touchy about religion?
Oh well I will find out soon enough.
 
For the third option, many of the quests require you to possess a particular wonder to unlock it.

You can always switch back to NSR in five turns. Or build the Schwegadon Paya and switch to Free Religion.

For what it's worth, Monty's much more of a religious freak than Shaka.
