Forts and jungles/forests

Is there anyway to, through modding, preserve the defensive bonus of a forest/jungle when a fort is built in the tile? I haven't tried building one in a plain forested tile, but I've done so in forested hills.

Given both hills and forts both provide a +25% bonus and forest/jungles +50%, a fort on a forested hill should give a total of +100% defense. But the bonus appears to be capped at +75% (even though I think the jungle/forest isn't destroyed). Is there any way to mod and override that? A forested hill alone already provides a +75% bonus, so it defeats the point of building a fort on it.

As far as I know, a fort stacks up to the existing defensive value of a plot.
So a forested plot should give an extra 50% on top of the defensive value of a fort.
 
Forest (50%) + Hill (25%) + Fort (25%) = 100%

However, the tile tooltip still reads "75% defensive bonus" instead of 100%. I'm using BTS 3.17, without any unofficial patches. What I think changed is that the forest/jungle isn't destroyed when you build the fort, but still doesn't provide the full bonus as it should. It's like each part provided only +25%.
 
Is the fort within friendly borders or neutral/hostile territory? In BTS, forts only provide defense bonuses to friendly units. See the below composite screenshot made with 3.17. Note that I do use a modified DLL (Solver 0.19 plus various experiments) but none of them affect forts AFAIK.
