I'm familiar with the Necronomicon -- "In strange aeons, even death my die" and all that jazz. And your point is very true where Ashen Veil is concerned -- they are the ones taking a scientific approach to demon summoning and naughty spells.
My point is that making the Necronomicon buildable by a Great Sage not only brings OO and AV closer than I think they're intended to be, but also paints Great Sages themselves pretty much exclusively as seekers of evil, forbidden knowledge, rather than also showing the wise philosopher aspect. Having the Empyrean shrine buildable by a Great Sage would balance that out.
What with the importance of culture, dreams, and madness to the OO religion (as opposed to the research- and arcane-heavy AV), I would say that Bards are significantly more appropriate for building the shrine. Heck, even looking at Hemah -- yeah, he's an archmage, but his incredible power doesn't stem from countless years of study in arcane libraries. He's a dreamer for whom the stories he tells in his head become terrifyingly real. In other words, his magic is powered by his creativity and imagination, which is consistent with the overall OO theme.
EDIT: I think I disagree with making Shrines (any or all of 'em) buildable by hammers. I like having to work for them, and having the chance of not being able to build them in a game if you can't pop the right GP. It makes them more special, which I think they should be. If you can just build the shrines when you want, they become just another Wonder.
