Not sure if it's been posted yet but...

I did this in my first R&F game and I was checking to see if it was fixed in the latest update. This is definitely an exploit of the loyalty/free city mechanics. Basically the idea is to continually have a city rebel, in a controlled manner. Have your troops sit outside it's borders in an optimal way to re-siege, don't stay inside as they will be bumped out when city rebels.

Farming for Diplomacy
If town was another civ's, every time you conquer it liberate it. You will get bonuses to your reputation with most other civs for liberating.

Farming for Workers
- When cities turn to free cities, they will spawn 2-3 military units. Kill them quickly.
- Damage city but don't capture it. Rest up a few turns if it's ready to capture.
- In 3-5 turns (at least on marathon speed), they will spawn a worker. Capture it, yay free worker with 3 charges.

Farming Science/Culture/Faith/Gold
- Best used with Farming Workers method
- Best used with Raid policy.
- You must keep the city when you capture it
- Improve the land tiles while it's yours
- Let it rebel
- Depending on the improvements pillaging it will get you science/culture/faith/gold.
- Wait for the free worker
- Repair the improvements with free worker (uses no charges)
- Send worker to your other cities, there will be another here shortly.
- Repeat

Farming Production (Potentially)
Untested but build Warlords Throne. You may be able to have +20% production in all your cities with each capture. So depending on the rate of rebellion, you might be able to get the bonus every 10-20 turns for 5 turns. (Not sure if rebellions happen quicker on other speeds I play marathon)

Depending on the situation you could also alternate the Diplomacy & pillaging method to get both benefits.

Pre-update I also swapped out any idle troops to level them all.

Gilgamesh was left by me with one small city, which quickly rebelled and removed him out of the game. Then i jumped on free city with brute force to take it in one round only to liberate it and bring Gilgamesh back to the game.. repeat.

I was a hero to the rest of the game.

I think, after you liberate city/civ your population should not affect loyalty in that city.

It works even better with Warlord's Throne (Government District Specialty) and the Aztecs.

Every unit you kill becomes a builder.

When playing as Australia you can farm free cities for 100% production bonus for the rest of the game.

Free cities shouldn't automatically be at war with everybody, they should only be at war with whoever they rebelled against and there should be the possibility of totally peaceful rebellions. This combined with serious warmongering penalties for attacking them might fix this problem.
